internationalized and multilingualized.

Changes:
The "In-Reply-To" header is now supported in mailto URLs. A "stop" button was added to the main toolbar. An error message is now displayed when the decryption of PGP encrypted messages fails. The behavior of the "Go to next unread" function with changing folders was fixed. The sylpheed.desktop file was modified. In Win32, a bug in which the folder path separator was not processed correctly in some cases was fixed.
